Even dog owners can get a stiffer penalty in New Mexico if they don't provide a dog house: "Neglecting to provide an outside pet with an insulated shelter will result in a citation, a court appearance, a $500 fine, and up to 90 days in jail." And yet this criminal former occupant of the Oval Office is still free and not convicted.
