An Arlington, TX area neighbor city installed something like this in the late 1960s. There was one facing east and one facing west, in the wide, grassy median. Unmarked, just there. Purely for speed limit enforcement on a deserted stretch of divided state highway.
People/offenders started to get speeding tickets with their picture (face) in the mail. Lawsuits about “invasion of privacy” ensued, so the installations had to be covered. The covers ended up coming off several months later.
City Council which approved them got voted out. More permanent covers installed. Later city council needed money so they revived them. Later removed all together. No real improvement in “safety”, just a money-printer for the city. Later, seems like the posted speed limit was raised to what traffic flowed at. No need for the surveillance after that.
A few years ago, Phoenix did the same thing along State Route 51 that runs through the city. They were there, then there was a huge backlash, and then they were all removed. And now they’re back. SMDH.
